Construction of Concord Meadows Subdivision began in 1998 with a ranch style and two story home for buyers to review. This in itself was unusual as most builders/developers at that time only built one home and called it the “model “ home. The first resident moved into the neighborhood in April, 1999. There were no street lights and few houses. Building continued throughout the year and the last home was occupied in November, 1999. There was very little landscaping in each yard so it became a neighborhood project to upgrade the yards. The island had few trees and very little grass. The common areas were defined and include the island and the land between the fence and road at the entrance. There were very few plants/shrubs in place and there was a very small sign on one of the brick columns which displays “Concord Meadows Subdivision.” With a lot of hard work on the island and in each homeowner’s yard we have transformed this neighborhood from a somewhat nondescript area to an area that is much sought after. We have an active Homeowners Association that looks to uphold the values of our homes. The values of the homes continue to rise and as new neighbors we ask that you work with us to continue improving our community.

West Smyrna Swim & Tennis Club
“Work Parties” are called bi-annually to distribute pinestraw on the island and at the entrance. (Occurs on a Saturday at 10 A.M. with a duration of approximately 2 hours)
Last year's 'Back to School Bash' was such a success we repeated it this year! A great August back to school event with Snacks, Hors d’ouevres, water and softdrinks provided.
This event provides all neighbors with an opportunity to relax at the West Cobb Swim & Tennis Club and enjoy one another's company… Shrimp, Seafood, Hamburgers, veggie burgers and hotdogs are on the menu and are provided by the Homeowners Association. Side dishes and desserts are provided by each home. (Occurs in the September-November timeframe on a Saturday or Sunday)
Wednesday (approximately 9 A.M.) The City’s Residential Sanitation Division is responsible for removal of residential garbage and yard waste as well as performing recycling activities. The City Sanitation Schedule can be found at the Smyrna Public Works Sanitation Site (click Here to be directed to the site) This link will direct you to the detailed holiday schedule. New residents can contact the City of Smyrna Utility Services Office located inside Smyrna City Hall, 2800 King Street. Garbage Collection – Wednesday (Approximately 8-10 A.M.) Garbage containers are not allowed at streetside prior to 6:00 p.m. on the evening prior to the scheduled day of collection and cannot remain visible from the street longer than 9 PM on collection day.

Monday (Approximately 9 A.M.) Leaves, grass clippings and small yard waste (small sticks, brush) must be placed in paper yard bags. In weeks affected by a holiday, the City does not perform yard waste pick up, only household garbage pick up. Holiday schedules will be printed on the message line of your utility bill.
Thursday (Approximately 9 A.M.) Call the City of Smyrna sanitation department to schedule a pickup of large trash items, i.e. furniture, appliances, mattresses, etc. A City of Smyrna work order request can be made by the home owner. The pickup charge will be included on your utility bill.
FAQs
1) Are there fines associated with the covenants or resolutions?
- Non-payment of Dues and Assessment is $25 per month, and subject to lien after 60 days. The fee for covenant violation will be $10 per day after a 10 days’ notice grace period be implemented. Adopted under HOA Board Resolution 6: Fines for Late Dues and Covenant Violations

3) When are the annual meetings held?
- The annual meetings are held once a year at a date decided by the board. Typically they are in the last quarter (September - December) or first quarter (January - March) of the year. This year's meeting will be in the last quarter of the year. The Board provides 21 days notice to vested home owners for the annual meeting as per the by-laws.
4) Can I keep my garbage and recycle receptacles in front of or next to my house?
- All receptacles must be kept out of sight from the road. Homeowners keep their receptacles in their garage, back yards behind their picket fences.
5) Can I make changes to my front yard layout or home?
- Any change to a homewners' lot or home visible from the road must be approved by the Architectural Control Committee. This includes, but is not limited to, plantings, fences, painting, removing grass, tree location or removal. The 'Architectural Committee Request Form' located below on this page can be used to submit the request.
6) Are short-term rentals allowed?
- Short-term rentals such as Airbnb and rentals of six months or less are not allowed under HOA Board Resolution 56: Short-Term Rentals.
7) Can homes be rented for periods longer than six months?
- No more than 10% rentals are allowed in the Concord Meadows Subdivision under HOA Board Resolution 57: Rental Cap.
8) Can I paint my home?
- Yes, however the colors and scheme must be approved by the Architectural Control Committee. The 'Architectural Committee Request Form' located below on this page can be used to submit the request.
9) Can I be notified of water main breaks and other events from Cobb County?

10) What do HOA Dues include:
- Dues include care of the community entrance and island area (sign, lawn, plantings, pine straw, irrigation, etc.) as well as supplies, incidentals in support of events as noted in the events section above.
COVENANTS & RESTRICTIONS
The covenants consist of guidelines agreed to by all home owners when we purchased our homes. Areas covered by the covenants include but are not limited to general upkeep and maintenance of homeowners properties, definition of committees, member voting rights, property rights, fees and assessments, easements and improvement of lots. City Ordinances are enforced by the City’s Code Enforcement Department. The department provides information or assistance to residents concerning City code violations, including codes related to business licenses, signs, health/sanitation and parking. Additionally, this department ensures that residential and business property is properly maintained, yards are cut, old appliances and trash are disposed of and inoperative vehicles are not parked in yards. Concord Meadows is located in Ward 3 and is supported by the City Marshal.
